Support is priced on the original order and uplifted every year. Retiring a system does not reduce the bill unless the license set it belongs to is restructured.

Oracle licenses its database and middleware by Processor or Named User Plus. Database Enterprise Edition lists at $47,500 per processor, with options and packs licensed separately on top. Cloud applications are sold per user per month, and Oracle Cloud Infrastructure (OCI) by consumption or annual Universal Credits.
Support is where the long-term cost sits. Oracle charges annual support at 22% of the net license fee and applies an uplift each year. Because support is tied to the order rather than to what is deployed, it does not fall when usage does.
Oracle proposals are constructed rather than quoted. Discount, support basis and bundled entitlements are priced together, and a concession in one place is often recovered in another.
Oracle’s fiscal year ends May 31. Its sales organization works to quarterly and annual targets, and where a renewal falls against those dates shapes the conversation.

Oracle’s first audit claim typically prices the full exposure at list, often with back-dated fees added. What it becomes depends on the evidence and the negotiation that follows, and audit findings are usually settled commercially. The same is true of an Oracle best and final offer: it reflects what the account team expects you to accept.

Since January 2023, Java SE is sold per employee. The count includes full-time and part-time staff and contractors who support internal operations, whether or not they use Java. List runs from $15 per employee per month at small headcounts down to $5.25 at 40,000 and above.
Oracle will ask for deployment data and then present a claim, usually priced at list for the full exposure. That claim is a starting position. We handle Oracle audit defense, including the commercial settlement.
At the end of an Unlimited License Agreement, you certify what is installed and running on that date. That number becomes your license position. Anything deployed above it afterwards is a new purchase at list, with support on top.
Spend on Oracle Cloud Infrastructure earns credits against your on-premises technology support bill, at 25% of eligible spend or 33% under a ULA. It lowers the cash you pay, not the support fee itself.
Sometimes, but dropping licenses usually reprices the support on what remains, so the bill often falls far less than expected. How license sets were structured at purchase decides what is possible.
